内 容 摘 要 2005 年 10 月，中国共产党十六届五中全会通过《十一五规划纲要建议》 提出建设社会主义新农村，是我国实现农业现代化，进而实现中国特色社会主 义现代化的必由之路。建设社会主义新农村，就是让广大农民群众富裕起来， 过上全面小康的日子，充分共享现代社会的文明和进步，充分体会我国社会主 义制度的优越性。建设社会主义新农村这项惠及广大农民群众的民心工程，需 要长期不懈的奋斗，而新农村建设的关键在于农村基层干部，这是进行新农村 建设需要把握好它的切入点和着力点。 农村基层干部是建设社会主义新农村的直接组织者、推动者和实践者，在 我国新农村建设中肩负着义不容辞的责任。农村基层干部素质的高低、执政能 力的强弱直接关系着党在农村执政地位的巩固，关系社会主义新农村的建设和 发展。由此可见，提高农村基层干部素质是新农村建设的一项重要举措，也是 切实加强农村基层干部队伍建设的需要。 当前我国农村基层干部总体情况是好的，但是这支干部队伍的整体素质与 新形势新任务的要求还不完全适应，存在着理想信念的模糊、服务意识的淡化、 诚信观念的缺失、科技知识的滞后等不 良现象。针对以上这些问题，必须通过 加强农村基层干部的教育培训，改进教育方式，不断提高其素质和能力，进而 增强基层干部建设社会主义新农村的能力。通过加强理想信念教育，永葆思想 的先进性；加强执政为民意识教育，做科学发展观的实践者；加强职业道德教 育，增强农村基层干部的可信度；加强科技文化知识教育，提高建设新农村的 能力，建成一支高素质的农村基层干部队伍。 关键词：新农村 基层干部 素质 Ⅱ Abstract Building the socialist new countryside in 2006 is the inevitable history of realizing the agricultural modernization of the socialism with Chinese characteristics developing the socialism modernization. Socialist new countryside, let the masses of peasantry grow richer, has overall day of well-to-do level, fully reflects the superiority of the socialist society, fully reflect the civilization and progress of the modern society fully reflect care and humanity of the human nature. It is a project supported by common people which benefits the masses of peasantry to build the socialist new countryside. It is one that needs long-term and unremitting project of assaulting fortified position that struggles, so we need to get hold of its breakthrough point and impetus while starting at the beginning. The rural grass-roots cadres are direct organizers and pushers and practitioners who build the socialist new countryside. They shoulder duty-bound responsibility.
