Research on Supervision Mechanism of China’s Social Security Fund Abstract As material foundation for a country’s social security system, Social Security Fund (SSF) plays an irreplaceable role in aspects of protecting social equality, maintaining social stability and forging economic development. Being the life-holding money for ordinary people, SSF has a strong demand for being safe. Along with its expending body, the fund is going closer with the investment market. Thus how to supervise effectively and keep it safe and value-maintained-and-increased in the process of fund investment and management is becoming one of the latest focuses in social security sphere. It plays a role of basic security and therefore is targeted at being safe as well as maintaining and increasing value. There are still some problems in SSF supervision although China has strengthened its management, publicized corresponding administration policies and regulations and made curtain achievements. It is common in reality that SSF is challenged in safety, appropriated and even occupied. Even worse, it is used illegally in risky investment only to meet great loss instead of maintaining and increasing its value. One famous case attracting massive social focus happened in 2006 when a private company in Shanghai appropriated 3.45 billion RMB of pension fund, topping NO.1 in such crimes with the most amount of money touched as well as the highest rank of officers concerned. This brought the severe status of SSF safety to exposure. So it is of great importance to strengthen the supervision of China’s Social Security Fund. It is concerned not only with interests of social public, but also with the stable development of the total society. There are four parts in this dissertation.
