国际货币体系的重建与重构 王皓祎 摘要 稳定、有效的国际货币体系是世界经济持续健康发展的重要保障，当前金融风暴席卷全球更突出了世界需要一个稳定合理的国际货币体系始于2008年的全球金融危机将当今国际货币体系的缺陷暴露无遗。国际货币体系去向何方，既关系到能否防范或弱化未来的金融危机，更关系到全球经济金融格局的调整，对每一个主要经济体而言，都意义重大。 世界经济不平衡并非金融危机的原因，而是美国通过释放美元流动性在全球范围内获取资源、产品和战略性盈利性资产的表现形式。美国政府支持庞大军费开支的举债或增发货币，加上美欧金融机构过度扩张的杠杆效应，直接导致了全球由债务融资支撑的虚假繁荣，并最终酿成泡沫破灭后的全球金融危机。世界过剩美元的回流与美国次债危机的发生则根源于由强转弱的美国经济基础与太过强盛的美元霸权之间的不平衡。 本选题旨在通过分析历史上国际国币体系的发展演变，以及探究现阶段全球金融危机爆发的原因，力图为国际货币体系的重建和重构提出一些浅薄意见和建议。 关键词：国际货币体系；全球金融危机；体系重建 Abstract Stable and effective international monetary system is an important guarantee for the sustained and healthy development of the world economy, the current financial crisis sweeping the globe explains why we need a stable and rational international monetary system. The global financial crisis broke out in 2008 exposed the shortcomings of current international monetary system. The development of the international monetary system is related to the ability to prevent future financial crises and the restructuring of the global economic and financial situation, which is significant for every major economies. By making an in-depth analysis of the international monetary system and the driving factor, we can draw the following important revelations: the US dollar hegemony is based on her overall strength; superior strategic research and diplomatic ability play an important role in maintaining dollar hegemony; overstretched dollar standard is the root of all the defects of the international monetary system. The reason of the world economic imbalance is not the financial crisis, but the US dollar liquidity in order to obtain resources, product profitability and strategic assets on a global scale. The US government printed additional money is a direct result of the global financial crisis. The US subprime crisis is rooted in the imbalance by weakening foundation of the US economy and the strong dollar hegemony.
