印度经济特区的发展历史及其启示 印度经济特区的发展历史及其启示 牛旻昱 （深圳大学经济学院， 广东 深圳 518060） 摘 要： 印度经济特区是世界上发展历史比较长的经济特区之一。 在发展过程中， 印度经济特区在促进出口、 吸收就业等 方面取得了很大的绩效 ， 但同时也出现了诸如征地冲突等问题 。 印度在建设经济特区近半个世纪的过程中取得的经验和教训对 我国发展经济特区的启示在于 ： 第一， 完善经济特区的政策法规体系是促进特区发展的首要措施； 第二， 合理处理特区开发过 程产生的利益冲突 ； 第三， 基础设施是支撑特区发展的基本条件， 需要早规划、 早建设； 第四， 经济特区的开发主体不一定必 须是政府， 一定程度上可以容许私人部门参与到经济特区的建设中来。 关键词： 印度经济特区； 特区开发； 特区管理； 特区政策； 特区绩效 中图分类号： F123 文献标识码： A 文章编号： 1004-292X（2013 ）03-0103-05 India Economic Zone Development History and the Enlightenment NIU Min-yu （School of Economics ， Shenzhen University ， Shenzhen Guangdong 518060 ， China ） Abstract ： Indias Special Economic Zone is one among those with a longer history of development in the world. In its development process ， Indias SEZ has achieved great performance in promoting imports and exports and in absorbing employment ， which ， however ， has also caused problems such as conflicts in land acquisition. China can draw inspirations from the experiences and lessons from Indias SEZ development over the last 50 years ， that is: perfection of policies and regulation is the foremost step to promote the SEZ development ， the conflicts of interests arising from the SEZ development should be rationalized ， the prerequisite for supporting SEZ development is infrastructure which requires early planning and construction ， and the principal development body of SEZ is not necessarily the government ， it can allow private sector to take some part in the SEZ development.
