财政支农政策研究 [摘要] 随着党中央和全社会对“三农“问题关注程度的日益增加，越发凸现出财政支农的重要性。如何更好地发挥财政支农政策，在促进农业发展和社会主义新农村建设中的作用，是关系到中国经济能否持续增长的重要因素之一。本文首先，介绍了财政支农的意义及当前中国财政支农的现状；接下来，列举出美国、欧盟、日本三个国家和地区组织在财政支农方面值得我国学习、借鉴的地方；最后，就财政支农政策体系的完善，从其主要政策中的农业补贴、税费改革、农业科技与农业基础设施建设的投入，以及配套政策中的农业保险、农业信贷、相应的管理监督体制，这六个方面分别提出了一些相关建议和对策。 [关键词] 财政支农 政策 Research on the Policies of Financial Support to Agriculture [Abstract] With the CPC Central Committee and all society growing concern on the sannong problems, the importance of financial support to agriculture highlights more. How to make the policies of financial support to agriculture play better on promoting agricultural development and building new socialist countryside, is one of the important factors which relates to the sustainability of Chinas economic growth. In this article, first of all, I introduce the significance of financial support to agriculture and the present condition of Chinas financial support to agriculture; Next, describe the aspects of the United States, the European Union and Japan in the financial support to agriculture which China is worth learning from; Finally, On perfecting the policy system of financial support to agriculture, I put forward some suggestions and countermeasures about six aspects ,they are agricultural subsidies, tax and fee reform, the inputs of agricultural technology and agricultural infrastructure, agricultural insurance, agricultural credit, and the corresponding management and supervision system.
