内容提要 1987年布伦特兰夫人在 《我们共同的未来》一书中首次提出了 “可持续发 展”，从此，做为一种新的发展观念、发展战略和发展模式，“可持续发展”己为 各国家普遍接受和奉行，同时其理论研究也取得了很大进展。但是可持续发展的 决策需要强有力的信息支持，发展的状况和能力需要做定量的分析和评价，而这 些工作的开展都需要首先设定指标。国内外关于指标体系的研究并不很多，至今 还没有一个统一的方案。本文将就其指标体系的设置做一探讨。 文章在简要概述了可持续发展及其指标设置的一般理论之后，首先从它所涉 及的七个领域:经济、社会、资源、环境、人口、科技和教育及制度建设和公众 参与出发，在认真分析各领域在发展系统中的地位和作用、现状及今后的努力方 向等的基础上，选择了针对各领域的描述指标构成描述指标体系;接着选择了22 个综合性、代表性很强的评价指标构成评价指标群，同时选择了综合评价方法而 构成评价指标体系，从而 成了建立整套可持续 关键词:可持续 指琢r0#1综合V*指标体系的研究’ Abstractofthethesis In1987,GroHarlemBrundtlandputforwardsustainabledevelopment inOurCommonFutureforthefirsttime.Fromthenon，asanewidear,strategy andpattenof development, sustainabledevelopmenthasbeen generallyacceptedandpursuedbymostcountries,andthetheoreticstudy aboutithasmadegoodprogress.Butfirstofall，wemustsetupindicators ofitinordertobuildstrongsupportofinformationforpolicy-making andtomakequantitativestudyandevaluation,whilethestudyofindicators isntenoughatallandwehaventgotoneunifiedprescriptionuptonow.In thisthesisItriedtomakeapreliminaryinquiyintotheindicatorsof it 。 AfterIhadtakenabriefdiscussionaboutthefoundationaltheory ofthesustainabledevelopmentandthebuildingoftheindicatorsystem,for the first steop ，I arranged seven fields:economy,society,natural resource,environment,liuman,science technology and education,institution-makingandpublicparticipating,discussed every fieldsimportancetothedevelopmentsystem,presentsituationandthe target,thenselectedmanyindictorstodescribeeveryfieldsdevelopment situationandthusbuiltthedescribing-indicator-system.Forthesecond step,Iselectedtwenty-twocomprihensiveandrepresentativeindicatorsto evaluatethesituation，discussedtheselectionofthemethodof comprihensive evaluation and thus built the evaluating-indicator- system.soIestablishthesetofindicatorsystemofthesustainable development.
