船舶防污染管理须知 Instruction for ship preventing pollution 总则 General Rules 为了保护水域环境，防止船舶对水域及港口环境的污染，保障人体健康，减少经济损失，根据《MARPOL 73/78防污公约》和《中华人民共和国海洋环境保护法》以及《中华人民共和国防止船舶污染海域管理条例》等法规，特制定本管理规则。 To protect water environment, prevent water and port environment from polluting of vessel, safeguard health, reduce economic loss, draw up this management regulation based on ‘MARPOL 73/78’ ‘Marine Environment Protection Law of the Peoples Republic of China’ and ‘Preventing sea area from ship pollution control regulation of Peoples Republic of China’ 公司机务部负责船舶防污设备的备件供应、产品更新；监督指导协助船舶维修检查防污设备；负责船舶排污的监督和污染事故的调查处理。 Technical department takes charge of the supply and model change of preventing pollution equipment and spare parts. Supervise, direct, assist ship maintain and checking preventing pollution equipment. Be in charge of monitoring ship pollution discharge and pollution accident investigation and disposal. 船舶防污染的组织与职责 Organization and responsibility of vessel preventing pollution 船舶防污染管理小组 Vessel preventing pollution management group 管理小组成员： 组 长：船长 副组长：轮机长 、大副 组 员：其它技术船员 Member: Headman: Captain Vice-headman: chief engineer, chief officer Member: other technology crew 管理小组职责 船舶防污染工作由船长总负责。 船长应经常组织全体船员认真学习、贯彻国内防污法规及上级有关防污染文件,严格执行港口防污规章，具体布置、监督船舶各部门做好防污染工作。 当发生污染事故时,组织全体人员全力以赴控制和清除污染，减少经济损失，并及时向公司报告。 调查了解污染事故的现场和事故经过、原因及污染程度。 审查污染事故报告，如实地向公司机务部报告事故情况。 Responsibility -Captain is in charge of vessel preventing pollution -Captain should often organize all crew to study and implement domestic preventing pollution laws and regulations, related document from higher authorities. Strictly comply with port preventing pollution regulations.
