Key Words: the economic zone on the west side of the straits; regional agriculture cooperation; possibility analysis 环视全球，以信息化为代表的新技术革命，推动了经济全球化和区域经济一体化进程，区域合作与发展成为当今世界的主流。在国内，以区域经济为特色的经济发展格局正在形成。加人WTO后，国际市场国内化、国内市场国际化的趋势进一步明显。区域一体化是经济全球化的一个关键环节和前奏，中国要跻身世界发展前列，必须率先在区域一体化发展上领先一步，而国内区域合作是发展的基础。寻求区域经济的合作，成为许多地区谋求经济发展的一个现实选择。在这样的新形势下，福建省委、省政府根据福建所处的特殊经济区位与福建经济发展的要求提出了建设对外开放、协调发展、全面繁荣的海峡西岸经济区的经济发展战略目标。实践经验表明：台湾农业要进一步增强国际竞争力，实现新的繁荣和发展，必需开拓新的经济腹地。福建农业为了实现新一轮发展需要，实现跨越式的发展，也必须寻求互利共赢的合作伙伴。有鉴于此，以台湾海峡为纽带，经济联系紧密的闽台区域要形成紧密的合作关系，就成为闽台地区的共同利益和必然选择。闽台区域农业合作，顺应了世界经济全球化与区域经济一体化趋势，促进两岸农业发展、实现互惠双赢具有重要的意义[1-2]。 1 海峡西岸经济区概述 2004年初，在福建省第十届人民代表大会第二次会议上，卢展工省长在政府工作报告中提出福建应当“努力建设对外开放、协调发展、全面繁荣的海峡西岸经济区”。8月，在中共福建省委七届七次全会上，
