中国保险业区域发展不平衡问题的理论 与实证研究 摘 要 自国内恢复保险业以来，我国保险业发展迅速，市场化水平逐步提高，保险总量和人均水平有了很大提高，发展潜力也很大。然而在保险业总体发展迅速的同时，我国保险业区域发展不平衡问题也越来越严重，它带来了许多经济和社会问题，与我国构建和谐社会的目标相违背，同时也制约了我国保险业的持续、健康发展。 本文简要介绍了区域经济发展理论，为区域保险不平衡问题奠定了理论基础。为了分析我国区域保险业发展在总量规模、人均水平以及发展潜力上的差异，本文分别从保费收入、保险密度和保险深度这三个指标出发，从静态和动态的角度，运用反映区域差异的统计方法进行实证测量。接下来，通过建立回归模型，分析了造成保险业区域差异的影响因素。在此基础上，针对我国区域保险业发展的现实状况，提出了区域保险业协调发展的若干思路。本文的一大创新在于引进了衡量区域经济发展差异的锡尔系数法来衡量保险业区域发展差异。 本文通过研究认为，我国区域保险业发展的差异主要存在于总量和人均水平，相对于当地经济发展水平而言，各地保险业发展存在的差异并不大，发展速度也比较一致。造成区域保险业务总量差异的最主要原因是供给主体的数量、GDP以及第三产业在GDP中的占比。 针对我国保险业发展在地区上存在的差异，政府应当给予重视，因地制宜，制定不同的发展策略，在推动发达地区保险结构优化升级的同时，给落后地区以适当的政策支持，促进保险业全面、协调、可持续发展。 关键词：区域经济；区域保险业；区域不平衡；锡尔系数 ABSTRACT Since its resume in 1980, Chinese insurance industry has kept on increasing at a high speed. The marketability level has a remarkable progress; the absolute scale and per-capita level of insurance improves fast. The development potential of Chinese insurance is promising, too. However, the problem of regional inequality of insurance is becoming more and more serious. This problem brings about many economic and social matters. It conflicts with the goal of building a harmonious society and discourages the sustainable development of insurance industry. This paper makes a brief introduction to the theory of regional economy, which is the theoretical basis of analysis of regional inequality. In order to study the regional differences on gross amount, per-capita premium and development potential of insurance, beginning with premium, insurance density and insurance depth, this paper measures the level of spatial variation using empirical analysis from both static and dynamic perspectives. Next, analyze the factors that cause area differences with regression analysis. On that basis, propose the path selection of promoting the coordinated development of all regions. As an innovation, this paper studies the regional inequality using the method of Theil coefficient. This paper has got the conclusion that the regional differences
