招商引资过程中政府、企业与居民的互动关系研究 ——以苏北X县Y镇为例 社会学专业学生 刘红生 指导教师 朱 明 摘要：伴随着国家政府机构改革及税费制度改革的实行，苏北各县市相继提出并开展了大规模的招商引资活动。招商引资政策的实施是在行政体制下进行的，在复杂的制度背景下政府、企业及居民三者形成的互动关系表现为：政府为企业提供优惠条件和服务，协调企业与居民的矛盾；企业缴纳税收，为政府提供财政收入和关系网络资源；居民从中得不到利益，消极抵抗政府和企业，与政府、企业产生对立倾向。这种不和谐的三方关系不利于社会主义新农村的建设，因此必须主要从政府层面来规范招商引资，改善三方不和谐的关系。 关键词：招商引资；互动关系；三方关系；新农村建设 The Research on the Interactive Relation Between Government, Business Enterprise and Residents in Attracting Bit for Invite Invest ——Taking Y Town X Country in North Jiangsu Province as an Example Student majoring in sociology Liu Hongsheng Tutor Zhu Ming Abstract: Accompany with the execution of the government organ reform and the tax fee reform, each City in north Jiangsu province enforces the Attracting Bit for Invite Invest large-scalely.
