One for in-band and out of band sensing. There is going to be a conflict as to who accesses the SSF. Winston said that as we had envisioned, all the intelligence needs to reside at the SM Apurva said that just by assigning the in-band sensing responsibility to SM, it does not mean that SM does not have the intelligence. SM has way too many things to take care of – accessing and implementing the policies, tracking CPE capabilities and geolocation, channel set management, access to the incumbent database, scheduling quiet periods, co-existence. It does not need one more responsibility of accessing the SSFs of various CPEs.
