It currently consists of 25 countries; The ECSC Treaty欧洲煤钢共同条约 came into existence in 1952 and the community was established in the same year. In 1957, the same six countries made the European Economic Community Treaty (EEU Treaty) and the European Atomic Energy Community Treaty (Euratom Treaty). Both treaties are also known as the Treaties of Rome. They became effective in 1958. In 1987, the Single European Act was concluded, which promotes the notion of the European Union for wider cooperation among the members. On 7 February 1992, the Treaty on European Union (TEU Treaty or Masstricht Treaty) was concluded, and entered into force on 1 November 1993. The EU may enter its fourth stage in the twenty-first century. A political agreement on Agenda 2000, was reached by EU leaders on 26 March 1999 These countries became members of EU on 1 May 2004. The legal framework of the EU In broad terms the legal framework of the EU consists of the following treaties and instruments: the Treaty on European Union (the Maastricht Treaty); The European Community Treaty (formerly the EEC Treaty); The European Atomic Energy Community Treaty (EAEEC); Regulations, which are directly applied within the EU without the need for national measures to implement them; Directives, which bind member states as to the objectives to be achieved while leaving national authorities the
