 摘 要 随着市场经济的发展，建筑工程招投标作为一种有效手段在我国得到了广泛的应用。但是目前我国建筑市场存在中标难度大、施工企业市场竞争激烈等问题，针对这些现状，选择一种合理中标策略成为了施工企业生存的一种办法。 本文通过对国内外建设工程招投标现状的分析研究，认为最低价中标法是符合市场经济规律的，但由于我国现阶段建筑市场的不完善，对投标人的报价是否低于企业的个别成本很难准确界定，因此，辩证统一地提出了一种适合现阶段招投标制度发展要求的评标定标方法——合理低价中标法。 本文通过博弈论和经济学原理进一步研究合理低价中标法理论的科学性，随后从合理低价中标法的理论与实际两方面展开研究，并且结合建设工程招投标现状制定了合理低价中标制度评标办法和为保障这一办法顺利实施的一系列相关配套措施。 关键词：建设工程招投标，合理低价中标法，评标定标方法 ABSTRACT With the development of market economy, construction project bidding, as an effective means in our countrys been widely used. But now Chinas construction market has Many problems such as won the bid is difficult, construction enterprise market competition is intense, aiming at these problems, choose a reasonable bid strategy make a construction enterprise survive. Based on the current domestic and international bidding for construction project, the paper considers that the lowest bid method is accord with the rules of market economy, but because our country present stage construction market imperfections, whether for bidders offer under the enterprise defined the individual cost is difficult to accurately, therefore, dialectical unity and put forward a method of the public bidding system for the requirements of the development of current bid assessment scaling method -- the lowest bid method is reasonable. This article study the scientific of lowest bid reasonable method through the game theory and the economics principle ,and then study the theory of rational low quoted price law from theory and practical two aspects, and combine bidding for construction project status formulated the rational low quoted price system for ensuring the bid evaluation method and the way the smooth implementation of relative supporting measures.
