惠州 VTS用户指南 Huizhou VTS Guide for Users 第一版 Edition 中华人民共和国惠州海事局 HUIZHOU MARITIME SAFETY ADMINISTRATION OF P.R.CHINA 引 言 Foreword 本指南的目的是向用户简明介绍船舶交通管理系统（简称VTS系统）的概况，中华人民共和国海事局（VTS中心）有关船舶交通管理和服务方面的要求及相关情况，以保障船舶航行安全，维护水上交通秩序，提高交通效率，保护水域环境，促进航运生产发展，增进VTS中心与用户之间的理解和合作。 VTS是指为加强船舶交通安全，维护水上交通秩序，提高交通效率，保护水域环境，由海事局设置的对船舶实施交通管理并提供咨询服务的系统。 VTS中心在VTS区域内，负责具体实施船舶交通管理工作。 This Guide provide a brief introduction to Huizhou Vessel Traffic Service center (hereinafter referred to as Huizhou VTS), and requirements to participate Huizhou VTS service. The purpose is to promote navigation safety, maintain traffic order, improve traffic efficiency and enhance environmental protection, promote the development of the shipping industry and achieve better understanding and cooperation between VTS Center and users. Huizhou VTS, established by Huizhou Maritime Safety Administration, is a system that manages and controls vessel traffic and provides information services in order to strengthen the safety of vessel traffic, maintain vessel traffic order, improve vessel traffic efficiency and protect marine environment. Huizhou VTS Center is responsible for implementing vessel traffic management within its assigned VTS Area. 管理依据 Responsibility and Authorization 惠州VTS中心依据《中华人民共和国海上交通安全法》、《中华人民共和国船舶交通管理系统安全监督管理规则》、《惠州船舶交通管理系统安全监督管理细则（试行）》、《惠州市海上交通安全规则》等有关法律、法规规章在域实施船舶交通管理提供服务。 Huizhou VTS center traffic service and support allied services within Huizhou VTS area in accordance with relevant rules and regulations such as the maritime traffic safety laws of the people’s republic of China, the safety management regulations of vessel traffic service of the people’s republic of China, the detailed rules of safety management of Huizhou vessel traffic service（Provisional) , and the regulations of maritime traffic safety of Huizhou. 系统概况 System Introduction 1.惠州VTS的组成 of Huizhou VTS System 惠州VTS由惠州VTS中心（惠州市大亚湾区澳头安惠大道12号）、玻沙山雷达站（22o35(18″N/114o44(52″E）和喜洲岛雷达站 (22o40(03″N/114o36(15″E)组成。 HuiZhou VTS system c
