摘 要 如何让城乡居民的收入与经济同步增长，共同分享经济增长的成果，成为近年 来的热门话题。改革开放 30 多年来，特别是从 2000 年西部大开发以来，内蒙古经 济飞速发展，人均 GDP 已经超过了一万美元，而与此同时，内蒙古的居民收入却没 有同步增长。两者表现出明显的不协调性。 论文首先利用 1978 年至 2011 年的数据，对内蒙古居民收入和经济增长不同步 的现状进行了描述，并利用计量经济学模型，来考察两者之间的关系，模型结果显 示，两者存在长期的协整关系，而内蒙古人均 GDP 是内蒙古城乡居民收入的格兰杰 原因。 随后，针对这种不同步的现状，本文选取了 GDP 含金量作为评价指标，从 GDP 及城镇化率视角和居民收入视角两方面进行了分析。GDP 及城镇化率视角下，主要 利用内蒙古与其他省份的对比，分析了各个因素的相对重要性，发现产业结构、城 镇化水平和经济增长方式对其影响显著。在居民收入视角下，对城镇居民，本文分 析了其工资性收入增长相对较慢的原因，对农村居民，本文分析了其家庭经营性收 入增长慢的原因，并对其做了要素贡献率的实证分析。 最后，论文介绍了日本国民收入倍增计划的相关经验，结合内蒙古的区情，提 出了相应的政策建议。 关键词：GDP 含金量；居民收入；经济增长；同步增长 Study on the Relationship Between the Income Growth and Economic Growth in Inner Mongolia Abstract It has become a hot topic that how to keep the incomes grow in step with the economy so that everyone can share the fruits of economic growth. Since the implementation of the reform and opening up policy and the western development policy, it has a Rapid economic development in Inner Mongolia. The per capita GDP was more than ten thousand dollars in 2012, while at the same time, the household incomes didn’t keep in pace with the economic growth. In this paper, the author described the present situation based on the data from 1978 to 2011. With the help of some econometrics models, this paper analyzed the relationship between the income growth and economic growth. The model results showed that there was a cointegration relationship between the income growth and economic growth, and the economic growth was the Granger casualty of income growth. The author selected the “GDP gold content” as the evaluation index to analyze the reasons of the situation.
