新常态下新型社会保障制度建设研究 【内容摘要】我国的社会保障制度产生于计划经济时代，改革开放后虽然有过数次改革，保障程度和覆盖面有所改善，但相比于发达国家来说，我国的社会保障制度仍比较落后。在新常态下，推进我国社会保障制度优化升级已是刻不容缓。本文从研究社会保障的理论出发，通过对我国社会保障制度的分析，深度剖析了我国社会保障制度存在的问题，在充分借鉴西方发达国家社会保障模式经验基础上，提出了构建新的社会保障制度。本文主要分为三个部分，第一部分是介绍了我国社会保障制度的总体概况，分别从发展历程、建立的原因以及存在的问题这三个方面进行说明的；第二部分主要介绍了西方发达国家的社会保障制度以及对我国构建新型社会保障制度的启示；第三部分则详细介绍了在新常态下我国新型社会保障制度的构建，分别介绍了新型社会保障制度的建设背景、建设目标及建设思路，然后提出新型社会保障制度的具体框架并对它进行了优势分析，同时也强调了新型社会保障制度的实施要点。 【关键词】 社会保障；新常态；制度建设 The new social security system research under the new normal Wuyanan Southwestern university of finance and economics 611130 【abstract】Chinas social security system arising from the planned economy era, after the reform and opening up, although there have been several reforms, the level of protection and coverage has improved, but compared to developed countries, Chinas social security system is still relatively backward.Under the new normal, promote the upgrading of the social security system in China is urgent.
