That is to change the mode of operation from the current pattern of “wholesale market + peasants” into the model of “leading enterprise +production base”. Firstly, the development model of “base of leading enterprises + production base” is a direction of agricultural development. Based on the household contract responsibility system, the model can be helpful in breaking the boundaries of fields and changing the agricultural production patterns into standardized production. With the urbanization process forward, “leading enterprises + production base “model can absorb a large amount of surplus labor. That is it will be helpful,not only for agricultural production facilities in this part of farmers to provide employment, but also to address the urbanization process farmers lost land employment. And it also can help to achieve the transfer of surplus labor force. Secondly, with the establishment of deep processing of agricultural products, the enterprise will have the ability to gain more value-added products and to extend industry chain.
