郑州航空工业管理学院 毕业论文(设计) 2012 届 公共事业管理 专业 0812082 班级 题 目 应对留守儿童问题的政策工具选择 姓 名 段银平 学号 08 指导教师 赵战军 职称 讲师 二О一二 年 五 月 二十三 日 内 容 摘 要 随着我国经济快速发展和城市化进程的加快,越来越多的农村富余劳动力进城务工,因而导致大批农村孩子脱离父母的直接监护,成为一种新型的特殊的社会弱势群体——留守儿童。本文介绍了留守儿童的由来及现状,从公共政策的视角出发探讨了留守儿童当前的问题,以及留守儿童现象所带来的社会问题。并提出综合运用强制性、混合性、自愿性三大政策工具,从加快户籍制度改革、构建政府统筹机制、建立留守儿童领导机制、为留守儿童立法;整合社会力量多元化治理留守儿童问题、发展寄宿学校、拓宽就业渠道;建立社会呵护机制、借助社工志愿者服务、实施关爱工程等政策建议,来消除留守儿童的户籍制度壁垒,缓解留守儿童的教育、生活、品行、安全和心理等问题。 关 键 词 留守儿童;政策工具;混合型 Policy Instrument Choice to Address the Problem of Children Left Behind Author: 081208208 Duan Yinping Tutor: Zhao Zhanjun lecturer Abstract Along with the rapid development of the economy and the acceleration of urbanization, a growing number of surplus rural labors migrant, resulting in a large number of rural children from the direct custody of the parents, as a new type of special vulnerable groups—left-behind children. This article describes the origin and status of the children left-behind, discusses the left-behind children current social problems, and the left-behind children effects of the social problems from the Public policy perspective.And proposes the integrated use of mandatory, mixed, voluntary three policy tools, from speeding up the household registration system reform, building the government co-ordination mechanism, and establishing the leading mechanism of left-behind children, legislation for children left behind; Integrate social power diversified management left-behind children problems, development boarding schools, broaden the employment channels; and establishing a social care mechanism, with the aid of social work volunteer service,implementation of care engineering and other Policy recommendations, to ease the left-behind children in education, life, conduct, safety, psychological problems and others.
