工程量清单与拦标价编制理论实务研究 —以“丽江梨园电站业主办公楼土建工程”为例 【摘 要】：工程量清单计价模式下的工程量清单招投标已成为目前工程招标投标的主要形式，也是今后工程造价管理体制改革的发展趋势。搞好工程量清单招投标，编制一套准确、全面、符合实际的工程量清单及拦标价非常必要。虽然工程量清单计价模式在我国已有六年的成长历程，但各方面管理制度还不够健全，工程量清单的编制还不够成熟，其编制过程中出现的一些问题，直接影响到工程招投标与造价控制，将带来一系列诸如工程质量隐患、工程造价失去控制、工程结算混乱扯皮等的问题。本文总结了实际工程中工程量清单与拦标价的编制方法及编制中存在的通病，结合笔者在实际案例“业主办公楼”工程量清单与拦标价编制过程中的一些思考及理解，归纳总结出一些对策和技巧，提出了目前工程量清单招标一些需探讨的地方。 【关键词】：工程量清单，拦标价，招投标，常见问题，解决方法 Analysis of the tender in the price list and the produce of bartender —Take “The owner of LiJiang LiYuan civil power station’s building” as an example Name: Li Xinzhuang, specialty: Engineering Managerment, Student number: 200511008132 Instructive professor :Pu Aihua 【Abstract】: Quantity pricing mode BOQ bidding the project has become the main form of public bidding as well as project cost management system of the future trends. Quantities do a good job of bidding and tendering, to produce a set of accurate, comprehensive and realistic list of projects and the amount necessary to stop price. Quantity pricing as a result of newly introduced models soon, all aspects of a sound management system is not enough, the process of BOQ not mature enough, the process of its preparation of some of the problems, a direct impact on project bidding and cost control, will bring a Series such as the quality of the project risk, project cost out of control, works such as clearing the issue of passing the confusion.
