摘 要 参与式预算是基层政府的改革创新，这种创新机制为中国公共预算的改革打 开了一个突破口，指明了中国公共预算改革的方向。研究参与式预算可以为探索 中国的民主道路发展提供路径选择，也可以启发中国政府防腐反腐机制的建设， 因而参与式预算发展有其合理的成长空间。 本文主要围绕着探寻参与式预算可持续发展的路径展开，运用比较的方法分 析温岭和闵行的参与式预算实践探索，在借鉴其他地区实践探索的基础上，挖掘 参与式预算发展过程中产生问题的原因，结合预算参与的实践探索过程，提出有 效的对策建议。全文一共分为四章，第一章主要论述有关参与式预算的文献综述， 第二章主要是对参与式预算的理论和相关概念进行梳理和分析，第三章从三个层 次论述了地方政府参与式预算的发展状况，第四章则重点探讨参与式预算发展过 程中存在的问题以及对策。 本文的重点在第四章。这一章主要分析了参与式预算发展过程中存在的一些 问题，包括预算信息不对称、预算参与的主体建构缺失、民意表达不通畅、利益 偏好博弈存在漏洞以及参与式预算可持续发展动力不足。为了解决上述的问题， 可以从六个方面加以改进：完善地方政府预算信息公开制度、健全公民预算参与 机制、打破参与式预算改革的技术壁垒，创新参与方式、完善预算绩效管理体制、 发挥人大主体性作用以及提升参与式预算的改革层次。 只有不断完善参与式预算改革实践，才能不断为其注入活力，参与式预算才 能在人大、政府、公民、非政府组织以及专家的共同协作下获得可持续发展。 关键词：参与式预算；改革创新；可持续发展 I ABSTRACT Participatory budgeting is a reform and innovation of local government,this innovative mechanism opens a breakthrough for Chinese public budget reform and indicates the direction of the Chinese public budget reform.The research for participatory budgeting not only can provide a path selection for exploring the development of democracy in China,but also can enlighten the construction of Chinese government anti-corruption mechanism.Thus the development of participatory budgeting has reasonable room for growth.
