The policy (2001) makes it clear that it is necessary to found the boarding schools based on the situation of different places. In addition, as the Chinese authorities has jointly issued “Western rural boarding school construction scheme” in 2004, boarding primary schools have been popularized in western rural areas. This can be supported by the statics of the Ministry of Education. As cited in Baidu (2009), Chinese government has invested ten billion Yuan into the project.
