Science and information technology has become the important factor which promotes the social development. Those who first possess information resources will win the priority and are most likely to take up the commanding heights and gain the initiative in hands. At present, there are few information systems which focus on the cadets’ management of CAPE colleges. Due to the differences in school-running model and management system between CAPF colleges and local colleges, the existing information system can’t fully meet the practical need of CAPF colleges. Since the Eighteenth National Congress of the Communist Party of China, the whole country paid more attention to the education of CAPF colleges. With the reform of the school-running model, many weak points were exposed. In this situation, a cadets information management system with special character of the CAPF colleges is in urgent need. Building a comprehensive and suitable cadet management system based on the special character of CAPF colleges and the complete Public Security Network of Kunming Fire Service Command School (KFSCS) can not only accelerate the pace of the development of networking of KFSCS, and also improve the management effective and teaching quality through providing timely and exact cadets’ information to school leaders and officials. To begin with, this paper introduces the research background of the management system of school roll, the problems which need to be solved are reviewed. The significance and importance of this research for the project are discussed. Moreover, the system development methods and related technologies are stated and the goals of system design are put forward in this paper.
