新阶段江西省产业化扶贫对策研究.pdf

摘要 摘 要 进入“十二五”以来，随着中国扶贫形势的发展，党中央国务院加大了对扶贫 开发工作的重视和支持力度，也对产业化扶贫工作这一扶贫开发重要手段提出 了新的要求。江西作为著名的革命老区、贫困地区，产业化扶贫曾经对江西的 扶贫开发做出了重大贡献，但是在形势下也显露出诸如政策体系不完善、工作 机制不健全、发展水平不适应等问题。因此，本文在通过系统的分析目前我省 产业化扶贫发展现状和目前存在的问题，总结和比较现有的一些工作模式的基 础上，从组织领导、制定规划、加大投入、提升水平、机制创新、配套建设等 方面进一步提出新阶段我省产业化扶贫工作的政策建议，为新阶段我省产业化 扶贫政策的实施和整个扶贫理论体系的丰富完善提供参考。 关键词：产业化扶贫；精准扶贫；对策研究 I 万方数据 ABSTRACT ABSTRACT Since entering the Twelfth Five Period, the CCCPC and the Central Government of China increase input for poverty alleviation as the poor situation developed, and also raise higher demand for the industrialization poverty alleviation, which is regard as an important method of poverty alleviation. Renowned for its revolutionary history and poor situation, Jiangxi Province achieved great success with the contribution of industrialization poverty alleviation. But new problems emerge in the new period, such as incomplete policy system, imperfect working mechanism and poor standard. Therefore, based on the analysis of the statue and problems of current industrialization poverty alleviation in Jiangxi, and summary and comparison of the current working models for the new period, in this paper the author will put forward policy suggestions from the aspects of organizational mechanism, plan formulation, increasing input, raising standard, institution innovation and supplement system construction. And it hoped that this will provide reference for the implementation of policy and construction of poverty alleviation theory system in Jiangxi Province.
