第五部分是对策研究。本部分针对以上几部分所提出和分析的问 题，从农户小额信用贷款的制度构建、社会环境、金融意识、法制环 境、农村信用社改革、以及农户小额信用,-c款的内控制度、监督机制、 补偿机制等方面提出了相应的对策。 本文的主要观点是: 1、农户小额信用贷款的推广应借鉴国外成功的经验。 2、推广农户小额信用贷款要既把握国家政策导向，又要坚持自 主原则;只有按照市场经济内在规律的要求来运作，才能使该贷款品 种具有可持续发展性，才能达到发展农村经济，促进农民增收、农村 信用社增效的目的。 3、农户小额信用贷款的发放应与农村信用体系灼建设相结合。 4、农户小额信用贷款还存在着一定的制度缺陷Eak待完善。 5、农户小额信用贷款的补偿机制不健全是阻碍其推广和发展的 重要原因;国家有关部门应针对目前农村信用社的实际情况，给予一 定的政策优惠。 6、人行、监管部门、农村信用社以及地方政府应齐心协力，各 施其职，密切配合，完善农户小额信用贷款的制度设计，改善农村信 用环境，提高对农户小额信用贷款的管理水平，才能达到农户、信用 社、地方政府 “三赢”的目的。 7、农户小额信用贷款应与农户联保贷款、农户担保贷款等品种 相结合，才能解决我国由传统农业向现代农业车_变过程中农户融资问 题，完善农户贷款担保体系和建立相应的农业保险制度，是降低农业 贷款风险，提高农村信用社和农户双方对农业投入的积极性，推进农 业产业化进程的有效方式。 关键词:农村信用社 农村金融 农户小额信用贷款 ABSTRACT Ourcountry andParyt,especiallytheleadinggroupsofthis term,havebeenfocusingtheirattentionontheissuesconcerning agriculture,ruralareasandfarmers.OnFebruary 8ht2004theParyt CentralCommitteeonceagaintooktheissuesofagriculture,ruralareasas No.1document,AdviceAboutthePolicyofAccelerratingtheFarmers IncomebytheStateCounciloftheCentralCommitteeoftheCPC,and releasedittothepublic.Thedocumentgaveafullexpressionofthe strategicideasandthebasicpolicyoftheleadersinthistermtodevelop theruraleconomyandacceleratethefarmersincome.Tofollowthespirit ofthedocument,toacceleratethefarmersincomeandtobringthe financialsupportintofullrole,theremustbeacreditsuitabletotheactual situationofourruralareas.Thepetytloanoncreditforthefarming household,whichhasbeencarriedoutsincethesecondhalfof1999,isthe bestonethatiskeepingwithhouseholdcontractresponsibilitysystem beingpractisedinourcountryside.Underthissituation,thestudyofthe creditcannotonlyenrichitstheoreticalconnotation,burtalsodirectthe practicethroughtheunceasingstudy.Itisalso,realistically,ofgreat importancetothereturningoftheruralcapitai,tothedevelopmentofthe ruraleconomy,totheaccelerationofthefarmersincomeandtothe addingofmoreeconomicbenefittotheruralcreditcooperative.
