摘要 1 摘 要 在经济全球化进程日益加快的背景下，金融的重要性越来越突出，金融 已成为世界各国经济竞争的核心和战略制高点，金融实力也已成为国际政治 较量的重要工具之一。国际金融中心作为经济金融活动的高度集中地，是一 国或地区参与全球金融合作及资本活动的重要载体。哪国或地区拥有了成熟 发达的国际金融中心，就意味着获得了世界金融领域的主动权和话语权。正 因如此，世界各国和地区对国际金融中心趋之若鹜，都不遗余力地建设自己 的国际金融中心或保持既有国际金融中心的地位，这一趋势造就了当今国际 金融中心建设竞争的白热化局面。 在国际金融中心的建设过程中，世界各国普遍都是通过国际间的比较来 寻找自身位置，查找自身的问题，从而明确自己打造国际金融中心的方向。 在建设国际金融中心竞争日趋加剧的背景下，同时面对发达国家成熟国际金 融中心的压力，新兴发展中国家建设自己的国际金融中心一般会首先选择政 府推动的模式。所以，本文在现有研究结果的基础上，结合国际金融中心形 成过程中兴衰的发展变迁以及政府作用的成功经验，重点研究国际金融中心 形成中政府作用存在的基本理论依据、政府作用定位与政府作用态度、范围 和途径等问题，并以上海国际金融中心建设为例，指出我国政府作用表现及 存在的一些问题，提出了在当前国际国内经济环境的新形势下，在“十二五” 及今后一段时期，进一步完善上海国际金融中心建设中政府作用发挥的政策 支持体系对策，以加快上海国际金融中心的建设，早日实现到 2020 年把上 海建设成为与我国经济实力及人民币国际地位相适应的国际金融中心的规 划目标。 关键词：金融；国际金融中心；政府作用 Abstract 2 Abstract In the context of ever-accelerating process of economic globalization, the financial importance become more and more prominent, finance has become the core of the world economic competition and strategic commanding point, the strength of the financial power become one of the important tool in the political struggle between nations. International financial center is a concentration of the financial activities of a country or a region, and also an important mean of one country to participate in global economic capital allocation. A country has a mature and well-developed international financial center means that have the initiative and the right to speak in the world economic and financial fields. Also because of this, most of the countries are scramble for international financial center, this trend created a white-hot competition in the international financial center construction. In the process of building an international financial center, All countries through international comparison to find their own position, to find their own problems, so as to clear their own direction.
