Abstract China is one of the countries that suffer severe flood disaster．Flood defense and disaster mitigation have been nation’s basic strategy,How to develop in face of flood risk becomes more and morc Concerned as society evolves．The efficiency of flood defense will be greatly improved by study of the basic characteristics and principle of flood risk，which helps realize the aim of people and flood coexist harmoniously． Part 1 and part 2 of the paper has overviewed the research condition of the text in China and abroad，and looked back the development condition and tendency of research to risk management，and analyzed the relationship between flood disaster and flood insurance，and summarized system’s theory of insurance of risk management of flood disaster,and the theory of policy tamper．All above have established theory basis of the paper． Part 3 has introduced forecast model and decision model of flood disaster． Forecast model here is division method．It used R／S analysis of Brown Motion Model to simulate the time series of disaster occurrence，computed the H index，and developed the function of尺0)／S0)；The basic methods of decision analysis include assured decision analysis method，unsure decision analysis method and risk decision analysis method． Part 4 introduced the research and application of city flood control optimized method．The programming，design，construction and runnable management of city flood control according as the standard of city flood control，so，we can points out that the reasonable standard of city flood control-is provided with important realistic signification．Whrou曲the analysis of the instance and compare with layer analysis method，we can points out that fuzzy decision-maklng analysis theory is provided with important application value and realistic signification in making standard of city flood contr01． Part 5 analysed the feature of Wuhan City’s flood disaster and researched the flood control countermeasure． Part 6 is conclusion．This paper resea
