Abstract
Banking iS the core of modern economy．It deals with a sort of special
merchandise----currency．There exist a lot ofrisks during the management of
bank．With the development of economy and the continual emergence of
financial innovative products，bank is faced with more and more financial
risks．Social economy will be in confusion if bank fails．Therefore it iS
necessary for the state to make effective supervision of banking．
With China’S entering into the World Trade Organization(WTO)，China
will open money market gradually，and China bank will compete with
international banks．Although China is accelerating the financial system
reformation。lots of problems exist in China’S bank due to the influence of
planned economy before．Under such circumstance，China Banking
Regulatory Commission(CBRC)comes into existence，which specializes in
banking supervision of the whole country．
This paper，based on the study of grass roots unit of CBRC～
QIQIHAER branch bureau of CBRC，starting with the necessity of banking
supervision，expatiates the obj ect and content of banking regulation，explains
the Basel’S Core Principles for effective banking supervision，and lhen
analyzes internal supervision circumstances．The author points out the
problems in the course of carrying out the supervision performance at present
through research on banking supervision system aboard，and comes up with
some solutions to perfect the supervisory system．It consists of three aspects：
supervision circumstance、supervision object and supervision subject．Firstly，
as far as the supervision institute is concerned，it should cooperate with the
local government to improve credit circumstance． Secondly，reigned bank
must be urged to reform inner management conditions，including perfecting
the structure of Corporate governance and inner control mechanism and
building up risk warning model．Finally，supervisory flow need to be settled
to improve the seriousness and make a self-consn‘uction at the same time to
meet the need of b
