Abstract With the establishment of the principle of socialist market economy and principle of law—ruling in China，legality news report is gaining more and more attention from the media and has become the spotlight of journalist communication．Legality news report began its initial development in 70s and 80s and got rapid growth in 90s．A lot ofjournalistic legality program，with the content of Everyday Legal Discussion，Comments upon Cases and Discussion about Law, Come with Las，Moral and Legality,are put on at the best time in many TV stations．A lot of legality news reports appear in different newspapers with the column of Legality and Life，Social Ruled by Law,Inside Story of News Report，etc． The legality news report Oil internet is more dazzling with all kinds of material and views，and thus larger market of readers．Legality news report not also wins the advei‘tisement market，but also offers the opportunity for the people in journalism industry to think about its communication method and social effect． Based upon the science of commulaication，this essay takes a close examination upon the communication authority and communication environment of legality news report，and its education upon the mass，and hopes to be of some enlightenment to the participants in journalism． Key Words：legality news report，science of communication，medimn authority,journalistic adjudication，reality and illusion，education， journalistic tort 前 言 自从党的十一届三中全会提出“加强社会主义法制，使民主制度化、法 制化”的任务和“有法可依、有法必依、执法必严、违法必究”的社会主义 法制基本原则的二十多年以来，我国的社会主义民主和法制建设取得了较大 发展，以宪法为核心的社会主义法律体系已经初步形成，国家和社会生活在 重要的和基本的方面已经做到有法可依。以反映社会主义民主与法制建设进 程，报道法律的制定、贯彻、实施、维护过程中的各种新情况、新问题、新 成就、普及法律知识，表达人民群众要求，加强民主与法制建设意愿和呼声 为主体的法制新闻便应运而生，蓬勃发展。 七八十年代，我国的法制新闻处于起步和初步繁荣阶段。1979年在上海 创刊的《民主与法制》是我国最早的综合性法制期刊，期发最高数曾达到258 万份。我国第～张全国性的法制报《中国法制报》于1980年创刊，1987年 改名《法制日报》，在报纸林立、竞争激烈个报期发数下降的态势下，期发 数一直在百万份以上，这在日报中也是寥若星辰。由于这一阶段尚处在改革 开放的初期，法制建设尚不完善，政府对法制新闻的控制还比较严格，各媒 体并没有将法制新闻作为‘个报道重点予以关注，法制新闻还处在初步发展 之中。 进入90年代以来，法制类新闻媒介和法制新闻获得了蓬勃发展。众多 的综合性报纸或专业性报纸，电台、电视台，纷纷开办法制专
