我国环境非政府组织管理研究一以“热爱家园”为例 Abstract：NOO has played an important role in the environmental protection during the past few years，especially in public environmental education，improvement of public environmental awareness and persuading public to take part in the conservation of environment actually．The theoretical roots are analyzed and the roles it plays in the some developed countries such as USA，German and Japan are simply introduced，as well as in our country．Though facts have confirmed that NGO could play an important role in the field of environmental protection，difficulties and challenges are at hand．It is of great significance to put emphasis on the management of volunteer and project． An example of Shahghai Community-a community-based non-governmental organization(NGO)is given，the specific study is made．From the recruitment，everyday management to performance assessment system and building of team coherence are studied in respective of its volunteer management．It is valuable for NGO to devote itself to its project management．The developmental history shows project management is complicated．It is a complete system madding up of very beginning application，the performance and the feeding back．The project is always discontinuous and passive resulting from the short of money and human resources． Facts have confirmed that NGO could play a great importance in the protection of environment．It is actually the fact；however,problems are appearing and will appear during the developmental history of NGO．From the point of administration，the limitation of law system is traced．From the view of NGO itself,‘‘single heroism”， confuse and slacking volunteer management is everywhere．In the end，in respond of the puzzles，corresponding measurements are taken to improve the performance of NGO in China．It Can greatly improve the performance and reputation ifmeasurement could be taken to make the resource richer,the NGO more competitive，the management system more scientific． Keywords：：NGO Vo
