Since the founding of Peoples Republic of China, particularly since the reform and opening up, coal industry has made a significant development, and the coal industrial chain also made a initial development, which offers energy security protection for sustained and rapid development of our national economy. However, due to the impact of the traditional concept of development, the model of the coal industrial chain has been taking a low-level development path: extensive use of resources, short-chain chain industry chain, low value-added resources, and environmental governance issues such as lag. How to improve and optimize coal industrial chain, to develop and utilize coal resources rationally and efficiently, is a key issue for sustainable development of national economic and social. The paper uses industry chain theory, probes into the formation mechanism and evolution mechanism of the resource-based industrial chain. On the basis of it, I analyst the profit conducts mechanism of the industrial chain deeply from the two sides that is price and multiplier theory. By studying the evolution of the coal industrial chain mechanism, the paper finds out that the motility of resource-based industrial improvement and optimize is pursuing value and consumption. Then the paper analyses the actual situation of Chinas coal industrial chain development concretely. By studying development situation and current development model of coal industrial chain, finds out the existing problems in the development, and then analysis the necessity and possibility of Chinas coal industrial chain improvement and optimization and finds out the urgency and feasibility of its improvement.
