摘 要 众所周知，职业健康与安全管理体系的应用，使得企业在职业健康安全管理方面的工作更加系统化、合理化、规范化。本文结合OHSAS 18001，研究了橡胶制品加工业的生产过程、生产工艺。采用了三种分析方法，安全检查表分析法、作业条件的危险性评价法、预先危险性分析法，从定性、定量两个层面统筹、严谨的安全分析。结合了橡胶制品加工的具体生产环节分解要素、分类整理，逐条对存在的危险进行危险源辨识；充分考虑了人、机、环、管理、设计和原料等多个方面，针对性的进行了风险评价；利用归纳演绎的逻辑方法，对照生产工艺、环境的现状，制定了合理的控制措施；完善了信息反馈制度，明确了安全基础信息、数据的提供与收集，规定了相关部门负责及时参考公司安全目标、工艺要求等标准参数，制定有序、科学的应急响应机制。本文细节性的增强了综合办公室的管理职责，从公司全局出发，积极充分考虑安全目标、工艺要求、人员作业的可靠性、管理的有效性、经济现状等因素，完善了职业健康与安全管理体系设计的制定、执行、验收、修正的环节。 关键词：ABSTRACT As is known to all, the application of occupational health and safety management system, make the enterprise in the field of occupational health and safety management work more systematic, rationalization and standardization.Combining with the OHSAS 18001, studied the processes for the production of rubber products processing industry, the production process.Adopted three methods of analysis, safety check list method, preliminary hazard analysis, operating conditions of risk assessment method, from the qualitative and quantitative aspects as a whole, careful analysis of the security.Combined with the specific production of rubber products processing elements, sorting, detailed hazard identification on the danger;Man, machine, ring, give full consideration to the management, design, and several aspects, such as raw materials, targeted for the risk assessment;Using the method of inductive deductive logic, control production process, the present situation of the environment, reasonable control measures;Improve the information feedback system, has been clear about the security and to provide a basic information, data collection, provisions of the relevant departments shall be responsible for timely reference standard parameters, such as company safety objectives, process requirements, to develop orderly and scientific emergency response mechanism.Detail in this paper to enhance the integrated office management duties, starting from the companys global, positive consideration security objectives, process requirem
