Safety device system by pass procedure中控信号旁通及恢复操作程序Operating purpose:目的：According to the NEWFIELD CHINA LDC《Job Security Isolation Program》system isolation rules, isolation of control signal is a part of PTW. The authorized isolation operator which involved this procedure are production lead and instrument lead, production lead is responsible for the PCS, ESD signal bypass, instrument lead is responsible for FGS, wellhead control panel signal bypass. Programming is the purpose of further refinement, standardization of the control signal bypass permissions, it is strictly prohibited to bypass control signals without cause or reason, ensure the daily operation safety.This procedure is suitable for LF7-2 platform instrument control system , including electrical and pneumatic signal of PCS system, ESD system, FG system, wellhead control panel system and so on .根据新田石油有限公司《作业安全隔离程序》系统隔离的相关规定，中控信号的隔离属于作业许可审批的一部分。本程序涉及中控信号旁通的授权隔离员为中控主操及仪表主操，中控主操负责PCS、ESD信号的旁通、仪表主操负责FGS、井口控制盘信号的旁通。编写程序的目的是进一步细化、规范中控信号旁通的权限，严禁无故旁通中控信号，确保日常操作安全。本程序适用于LF7-2平台仪表控制系统包括PCS系统、ESD系统、FG系统、井口控制盘等电信号和气动信号。 Responsibility职责Production , maintenance supervisor: Review《WORK PERMIT》and《ISOLATION PERMIT》,discuss the necessity of isolation work with production lead and instrument lead, formulate emergency plan and the matters needing attention in the process bypass cases, approve isolation through sign 《WORK PERMIT》that be related to isolation work, and then hand to superintendent for review, production lead and instrument lead is responsible for isolation work which have been approved by superintendent. Production supervisor or maintenance supervisor must confirm and sign after isolation completed. Before remove isolation ,production supervisor and maintenance supervisor must confirm and sign too.生产、维修监督：审查《作业许可证》、《隔离证》并与中控主操、仪表主操及相关受影响方讨论沟通隔离作业的必要性，制定工艺系统在旁通情况下的应急方案和注意事项，通过在隔离作业相关的《作业许可证》上签名批准隔离作业，然后交给总监进行审核，总监审核合格的《隔离证》由中控主操或仪表主操负责隔离作业，隔离完毕后需由生产或维修监督进行确认并签署。解除隔离前需由生产或维修监督签字确认；Safety officer: S
