THE STUDY ON FARMLAND EXPROPRATION AND PEASANTS，RIGHTS ENSURE OF WENCHENG ABSTRACT Witll the accelerated development of China’S urbanization and industrialization． social contradiction，especially the decline in the peasants’living standard and also unemployment caused by farmland requisition became more and more prominent in many regions．Such problems also obviously exist in the procedure of farmland requisition in Wencheng．It severely damages the interests of land-losing peasants． This problem has become one of the most important factors that influence the social security in the long term and become an obstacle of building harmonious society． Therefore，it is extremely urgent to regularize the behaviour of government farmland requisition as well as to protect land-losing peasants’legal rights and interests． Reasonable compensation for farmland requisition is the COre issue to achieve land—losing peasants’rights and interests．This paper is to introduce the consolidated land price in setted region used as a compensation method in Wencheng for farmland requisition．It systematically analyzed the manifestation and the forming reason of problems existing in Wencheng farmland requisition procedure．The main problems are：the definition for the public interest in farmland requisition is not clear,the requisition procedure is not transparent，compensation standard is too low and some compensation cannot be paid in time，peasants are not only lack of the rights to know but also a better place to live．This paper also studies the lost territory peasants’ benefit guarantee mechanism in Wencheng． Furthermore，it shows suggestions for farmland requisition in Wencheng through introducing successful experience used in Shanghai and Jiangsu as protection peasants’benefit in farmland requisition process，such as soundly legal protection II 万方数据 mechanism，rigorous procedure，emphasized peasants’benefit protection and good employment mode． Finally,in connection with peasants’rights protection d
