Abstract l—————————————————————————————————————————————————一 ABSTRACT In recent years．the nationwide locaJ governments have promoted e-government affairs vigorously,hoping to achieve the overall improvement of the cities and regional development SO as to create a more attractive investment environment and a wider development space．The construction of e-government in Nanchang will promote the transformation of the government functions．It will improve the government office efficiency．It will create a good investment environment to attract foreign investment．And it will achieve the striding economy development of this region．This thesis is based on the investigations from Nanchang government departments．It combines the informatization development trend of this city,which aims tO put forward the e-govemment development thoughts and countermeasures 、析m Nanchang characteristics to develop e—government affair,and to solve the existing problems． This thesis firstly introduces the basic concept of e-government and its developing tendency．This thesis expounds the present situation of Nanchang e．government，analyzes the existing problems and its causes．At the end of this thesis， it proposes the countermeasures on how to strengthen the construction of e-government in Nanchang． Key Words：Nanchang；E-government；Countermeasures Ul 第l章引言 1．1研究背景 第1章引言 “进入21世纪，信息化对政治经济社会发展的影响日益深远。广泛应用、 高度渗透的信息技术正孕育着新的重大突破。信息化与经济全球化相互交融， 推动着全球产业分工深化和经济结构调整。全球信息化正在引发当今世界的深 刻变革，重塑世界政治、经济、社会、文化和军事发展的新格局回。电子政务 是当今发达国家信息化发展的重要任务。发达国家城市信息化成功实践证明， 电子政务建设，是城市信息化建设的重要内容之一，是推进城市现代化建设的 重要手段，已经成为世界各国政府建设的优先发展方向。 目前，全国各地政府都非常重视电子政务的建设，希望能够通过政府信息 化的提升来带动城市和区域发展的总体水平，营造更加富有吸引力的投资环境 和更加广阔的发展空间。南昌市各级政府部门在实施电子政务业务应用系统建 设方面都不同程度地与本地区、本部门实际情况相结合，实现电子政务项目从 无到有，从粗到精，取得了相当大的进步。但是，南昌市电子政务整体水平和 信息化发展均落后于国内沿海先进地区，与英日美等发达国家相比，差距更大。 “南昌市电子政务建设作为信息化建设的先导，任务十分艰巨，必须抓住机遇， 大胆创新，加快步伐，实现跳跃式发展，才能赶上迅猛发展的信息化潮流一圆。 电子政务的实施重点是政府，政府是全社会中信息资源最有力的控制者和 最大的拥有者，因此政府将是决定电子政务能否成功的关键。在加入WTO之后 与国际经济、政治环境接轨的新形势，对南昌市的影响更大。一个观念意识落 后的政府，一个无法实现依法办事和信息公开的政府，
