At an employment forum last week, the Beijing Personnel Bureau said it would try to find a job for every college graduate who has Beijing residency, and that it encourages local employees to hire Beijing graduates. The policy is responsible and pragmatic rather than discriminatory. Just as the rate of college enrollment in Beijing is higher than in many other places, the difficulty of finding a job is much greater. Nobody can blame the government for trying to find local graduates jobs. The reality of the situation makes it irresponsible to encourage job-oriented migration. For many years, the central government has been encouraging graduates to find jobs at grassroots levels and in underdeveloped areas. But many graduates still flock to big cities to seek employment in big enterprises and companies. The Beijing policy is in fact to encourage students to rely on the government to find them jobs near their home. Helping graduates get jobs is a government responsibility, but the government should find ways to create more job opportunities instead of issuing an administrative order to guarantee each local graduate employment. This policy is reminiscent of the old days of the planned economy when the State would find jobs for all college graduates. In todays society, however, such a policy reversal means great inequality and unfairness. Will we be like the Manchurian aristocracy of the Qing Dynasty, who made sure their offspring were comfortably provided for the rest of their lives?
