我国畜禽养殖污染现状分析及污染防治法律问题研究 　　摘 要：随着人民生活水平的快速提高，畜禽养殖业的迅猛发展，畜禽养殖污染问题日益突出，养殖所带来的大量废物和污水的排放，对农村生态环境造成了严重的破坏和影响，并导致群众环境投诉和污染纠纷案件不断上升。虽然我国陆续出台了一系列的畜禽养殖污染防治的法律法规、政策和标准，但面对当前畜禽养殖污染日益严峻的形势，这些法律法规和政策还存在一些问题和不足，亟需得到完善和解决。文中介绍了我国畜禽养殖环境污染现状、主要原因和畜禽养殖污染防治不到位的法律成因，并提出了法制化解决畜禽养殖污染的对策与建议。 　　关键词：畜禽养殖 环境污染 防治对策 法律研究 　　中图分类号：D920.4 文献标识码：A 文章编号：1672-3791（2015）05（a）-0111-02 　　Analysis of Status Quo of Domestic Livestock Poultry Breeding Pollution and Research on Legal Issues Regarding Pollution Control 　　Yao Lihua 　　（Rudong County Environmental Protection Bureau， Rudong，Jiangsu226400，China） 　　Abstract：With the rapid increase in people’s living standards andfast development of the livestock poultry breeding industry， the pol-lution from livestock poultry breeding is becoming increasingly prom-inent. The discharge of substantial waste and sewage brought by breedi-ng has seriously damaged and affected the rural ecological environment and led to the unceasing occurrence of cases concerning masses’enviro-nmental complaints and pollution disputes. Although China has introduc-ed a range of laws regulations， policies and standards regarding con-trol of livestock poultry breeding pollution， in face of the increas-ingly severe situation of livestock poultry breeding pollution nowad-ays， some problems and drawbacks which need to be improved and solved 　　desperately can still be found in these laws regulations and policies.
