Implementation of the government related to the peoples immediate interests of the shade, masses, the partys ruling basis, and build a harmonious socialist society. However, the Chinese government, in the process of implementation, it is difficult in the enforcement of the law, the implementation of deviations occur, the implementation mechanism is not sound, executives delayed being constructed .They cause some problems ,implementation of the government is deficiency, government’s enforcement is not in place, the implementation of collection, decree blocked, the governments credibility declined, the relations between the government and the people crack. Therefore enhancing the implementation of the government become the important issues of the government and the theoretical study.
