影视节目内容管制简论 王四新 中国传媒大学媒体法规政策研究中心 ［内容提要］：对影视节目中的内容、传播渠道和传播对象实施相应的控制，是各国的通例。无论是西方国家还是中国，都倾向于对影视节目实施更为严格的管制，保护表达自由等基本人权的国家和地区人权公约也都在承认表达自由基本人权的同时，允许成员国出于保护未成年人和公共卫生和道德而对广播影视业实施许可证制度。本文在探讨对影视节目实施管制的法律依据的基础上，讨论了影视节目内容控制的标准和方式。 It is a general rule for many countries to regulate the content, medium and audiences of the TV and Move Programs.
