朝阳区高技能人才培训补贴管理办法 第一章 总则 第一条 为加强政府主导，进一步提高用人单位和劳动者个人参加技能提升培训的积极性，加快培养顺应辖区产业发展的高技能人才，根据《北京市朝阳区人民政府关于进一步加强职业培训工作的意见》精神，制定本办法。 第二条 高技能人才培训补贴是我区为加快高技能人才培养，稳定就业和提升就业质量，对辖区用人单位组织职工开展高级工及以上技能提升培训所给予的补助。 第三条 按照“工种放开、优先主导、统筹兼顾”的原则，根据“新四区”发展战略，提高现代服务、金融、文化创意和高新技术四大主导产业等急需紧缺工种的补贴力度，为更好地服务就业和经济发展、实现“新四区”战略目标提供坚强的技能人才保证。 第二章 培训补贴的范围与标准 第四条 在朝阳区进行工商注册、纳税的用人单位组织职工参加高级工及以上等级培训并取得国家职业资格证书的，可按本办法规定享受高技能人才培训经费补贴。 第五条 本办法中所称用人单位职工，指在生产、服务一线岗位 center pin checks and anchoring the inner cylinder.
