This viewpoint has been given added weight by the passage of the Intermodal Surface Transportation Efficiency Act ISTEA in 1991, which not only recognized the importance of viewing the transportation system from an intermodal perspective, but also stressed the need to address the efficiency with which the system meets the transportation needs of its users.
