社区自治：我国基层民主政治的新发展 袁媛 [论文摘要]社区自治是我国城市社会基层民主的重要内容, 社区民主是中国民主发展的新生长点。社区自治的形成与发展, 对政府管理以及民主政治的发展有着重要的影响和作用。社区自治发展的道路比较坎坷，目前的发展也面临了许多问题，面对当前不尽如人意的社区居民自治现状，我们应当努力构建居民与社区之间的利益整合平台，培育、引导、保护居民的社区参与热情，建立起较为完善的社区居民自治机制。本文对社区自治的发展困境进行了分析研究，对扩大社区居民自治范围，完善基层党组织领导的充满活力的基层群众自治机制问题进行探讨，并提出相应对策。 [关键词] 基层民主政治 社区自治 发展 居民参与 Community Autonomy: Our Country Basic Unit Democracy Development Yuan yuan Abstract：Our country city community autonomy is the important content of social democracy at the grassroots level, community democracy is a new growing point in the development of Chinese democracy. The formation and development of community autonomy, to the government management and the development of democratic politics has the important influence and effect. The development of community autonomy the roads are rough, the current development is also facing many problems, not just as one wishes in the face of the community autonomous status, we should strive to build between the resident and the community of interests integration platform, breed, guide, protect the residents of the community participation, establish a more perfect community inhabitant autonomy mechanism. Keywords: Basic democracy; Community autonomy; Development; Residents participate in 党的十七大报告指出：“发展基层民主，保障人民享有更多更切实的民主权利。人民依法直接行使民主权利，管理基层公共事务和公益事业，实行自我管理、自我服务、自我教育、自我监督，对干部实行民主监督，是人民当家做主最有效、最广泛的途径，必须作为发展社会主义民主政治的基础性工程重点推进。”发展基层民主、保障人民享有更多更切实的民主权利是发展社会主义民主政治的基础性工程。在当前发展基层民主所取得的阶段性成果之上，进一步探索实现中国基层民主的途径，有助于推进基层民主的可持续发展，促进社会主义政治文明建设。 基层民主政治的内涵 基层民主是指我国广大人民包括工人、农民、知识分子等各方面的人士，在城乡基层政权机关、企事业单位和基层自治组织中依法直接行使的民主权利。包括政治民主、经济民主、文化民主、教育民主等内容，广泛渗透于社会生活的各个方面。中国基层民主是关于基层政权和基层社会生活管理的开放的制度安排，在这种制度安排中，广大群众直接参与到基层政治和社会组织的选举过程
