Rural School Curriculum Development: Problems and Solutions   Abstract. Since the implementation of three courses of management policy, basic education for rural primary schools is weak. The increased autonomy of the course also will enhance the awareness of school-based curriculum development. But in the actual teaching process in primary and secondary schools in rural areas of the curriculum development faces many problems and difficulties, if so restricting the development of rural primary and secondary schools of this course the problem is resolved, strengthen rural students practical ability, in general, improve the overall quality of rural pupils, which are worth thinking and concerns.   Key words: Rural Primary Schools; School-Based Curriculum; Problems; Countermeasures   1. Introduction   In the Basic Education Curriculum Reform Program (Trial) clearly put forward the establishment of national, local and school curriculum three management model. The schools own rights have been amplified, in addition to national unity courses, many places have begun to set up part of the local characteristics of the course, and it will begin to apply it to the school to go. Teachers as mentors, students in curriculum and teaching should fully consider the personality development of students, to enhance the overall quality of students. School-based curriculum can best embody the school as school characteristics, school-style course format, the development and implementation has been more and more emphasis on school administrators and teachers.   2.
