市农村基层卫生工作总结 为贯彻落实《安徽省人民政府关于基层医药卫生体制综合改革的实施意见》（皖政〔2010〕66号）文件精神，根据省卫生厅办公室《关于开展全省农村卫生工作督查活动通知》(卫办农【2011】103号)文件要求，现将我市基层医改巩固完善情况、村卫生室一体化管理状况、农村居民健康档案建档工作进展以及农村卫生人员培训项目实施等工作开展情况总结如下: 一、基层医改巩固完善情况 （一）乡镇卫生院及其人员绩效考核分配“回头看”活动开展情况 我市在基层医疗卫生机构绩效考核方面，首先，制定了《市基层医疗机构绩效考核和奖励机制方案》(明医改字【2010】14号)和《明光市基层医疗卫生机构及其工作人员绩效考核评价细则》（明医改字【2010】8号)，明确了绩效考核工作的主体和考核程序；并按照“两级考核，两级挂钩”分配原则，合理运用考核结果，充分调动职工积极性。将考核结果分为三个等次：分值90分及以上为优秀，分值80分及以上为合格，80分以下为不合格。2010年底，我市组织对全市医改后9-12月份工作进行绩效考核，根据考核结果落实医改各项补助经费。2011年5月，根据省卫生厅《转发卫生部办公厅关于乡镇卫生院和村卫生室实施绩效考核工作意见的通知》(卫农秘【2011】235号)文件精神，结合工作实际，进一步完善了我市《基层医疗卫生机构绩效考核评价细则》，并于6月底完成了全市各乡镇卫生院(社区卫生服务中心)、村卫生室(社区卫生服务站)的绩效考核工作。从考核结果看，大部分基层医疗机构能够按照绩效考核标准要求做好各项工作，其单位医务人员对基层医改政策认知度，从开始的不理解、消极，逐渐转变为理解支持，工作积极性不断提高。 （二））》））））））） urban area 2.5.2 Yibin city in Yibin city, according to resource and environment characteristics Urban population and urban spatial distribution, spatial distribution of industries, major infrastructure Corridor layout, combined with the future development trend of synthetic judgments, planning, urban spatial structure of urban system can be summarized as: a pole along the two axes.
