21 century is not only an era of knowledge-based economy, but also a people-oriented era. With the economic and social development, and the division of labor and original resources continuous specification of the scarce, how to fully, effective and maximize use the human resources, improve human resources utilization and work efficiency, has become a modern enterprise management as an important issue. Chinas state-owned enterprise due to its marketing, management system and internal agency problems and ordinary private enterprise and foreign capital enterprise different, had resulted in human resources and the corresponding incentive mechanism, which also has many problems. This paper takes Zhejiang Branch of CRC Group as an example, points out that the company employing mechanism does not reach the designated position, human resources use efficiency is low, the executive power is strong, and the phenomenon is quite serious brain drain, etc. The incentive mechanism exists mainly six major problems: can the contradiction with qualifications; Material incentive and spiritual incentive contradictions; Short-term incentive and long-term incentive contradictions; No difference between encouragement and motivation, not suit the remedy to the case; The contradiction of incentive and restraint; Informal and formal employee between the employees incentive policy imbalances, etc. According to these problems, the author suggest Zhejiang Branch of CRC Group should establish strict appraisal system, in order to performance, so as to guide; Perfect and improve the incentive system, and establish a diversified stimulation; Rewards and punishment system perfect, push-pull; combine the Focus on informal employees, promote enterprise internal environment harmony; Pay attention to the enterprise culture construction, etc.
