内 容 摘 要 目前农村金融市场存在三大问题：资本供给不足，金融机构运营绩效不佳，民间金融非健康发展。针对这些问题，农村金融机构未来的发展方向将是合作金融和非政府金融。为此，作者提出了非政府组织（简称NGO）领导的农村合作金融组织的模式。它是以NGO作为领导，以农民为主体成员的一种新型的农村合作金融机构，NGO的社区性和非政府性，以NGO为领导组织农民个体，成立真正的股份制合作金融。NGO领导的农村合作金融组织一ABSTRACT There are three main problems in the Chinese rural financial market.One is the problem of under supply of financial service.Another is problem of the survive of the commercial finance and the cooperated finance in rural area.The last is the problem of the development of the rural non-governmental financial organization.From those problems ,we can see the prospect of the cooperative finance and non-governmental finance in rural area. Based on this, the thinking of the rurals cooperative financial organization lead by NGO is generated.In this paper,we have analysised the main property of the organization together with the form and the availability of the organization.It is lead by the NGO, the most members are the farmers and it is really a joint-stock financial organization. This organization can make up the shortage of the rural finance.Besides,it provides a reasonable form to develop non-government finance.As a new type of the cooperated economic organizations,it plays great roles in the development of the rural finance.
