浅谈事业单位编外人员管理问题

摘 要 事业单位员工众多,其中不可忽视的一批人就是所谓的“编外人员”。自上世纪九十年代出现编外人员以来,其管理上存在的诸多问题越来越引起学术界和实践者的注意。事业单位对于编制外人员的管理缺乏经验,没有统一的、适当的政策。因此,使得这批人员的身份尴尬,相关待遇得不到落实,同时因用工时的某些方面疏忽,时不时产生劳动纠纷,使得用工单位疲于应对。 如何降低事业单位编外用工风险是首要问题。法律惩罚的是违法用工的行为,只要用人单位合法用工,那么用人单位的用工风险才是最低的,也减少一些不必要的劳动纠纷。而且事业单位作为用人单位的楷模,更应该合法用工。如何改革编外人员管理,使得用成本、收益达到最大值。 本文以唐山市数字化城市管理指挥调度中心(以下简称中心)编外人员的管理为例,研究编外人员的管理现状,分析现状存在的问题,析出各单位的共性问题,并提出加强和改进的方法,从国家政策、单位管理和员工个人发展等几个角度上提出建设性意见,为各单位对编外人员的管理提供参考。 关键词:事业单位,编外人员,劳务派遣,合法用工 Pick to Numerous business unit staff, including a number of people can not be ignored is the so-called irregular.
