* The program and services examined were those of The Collaborative Initiative to Help End Chronic Homelessness (CICH) which was developed by the Federal Interagency Council on Homelessness. The study enrolled 74 client participants from the CICH program, which came from 11 different program sites, and the majority of participants were African-American males who were 70 % likely to have medical, mental, or substance abuse problems.
