危机状态下政府维护海外公民权益的职责研究 (海外公民危机管理) 作者：沐玉清龙 QQ 914711992 2011年6月 摘 要 随着我国改革开放的不断深入和经济的快速发展，越来越多的中国人走出国门。然而，我国海外公民面临的形势不容乐观，他们经常受到各种危机的侵害。维护海外公民权益不仅是国家的一项权利，更是一项义务和责任。在对课题研究价值分析的基础上，对我国海外公民危机管理体系进行了论述，得出海外公民危机管理作为政府在危机状态下维护海外公民权益的一项重要职责，它具有十分重要的意义。当前，我国海外公民危机管理存在一些问题，导致政府在危机状态下维护海外公民权益力不从心。通过对海外公民危机管理中存在问题的提出和分析，并结合国外海外公民危机管理的经验借鉴，提出通过促进海外公民三位一体的现代公民意识和能力的形成、构建新型危机管理职责内容、引入监督和激励相结合的效率模式，以及多层次的外部保障等措施，来完善我国海外公民危机管理，从而使政府在危机状态下维护海外公民权益中发挥更大的作用。 关键词：海外公民 公民权益 危机管理 Study on the Government’s Duties of Safeguarding Rights and Interests of Overseas Citizens in the Crisis State Abstract With the deepening of reform and opening up and rapid economic development in China, more and more Chinese are traveling overseas. However, the situation facing our country overseas citizens is not optimistic. they often violated by the various crises. Safeguarding rights and interests of overseas citizens is not only a right of the state, but also is an obligation and responsibility. In this paper, the research on the basis of value analysis discussed crisis management system of overseas citizens in China. Crisis management of overseas citizens as an important responsibility of the government in crisis mode to maintain the interests of foreign citizens has a great significance. Currently, the management of overseas citizens in China has some problems, led to safeguard rights and interests of overseas citizens powerless in the crisis state. Based on the problems of crisis management presented and analyzed, experienced with crisis management in the other countries, this article advance the efficiency model which promote the formation of modern civic awareness and ability of Trinity overseas citizens , construction of new functions and content of crisis management measures, the introduction of the combination of supervision and incentives, and multi-level external security such as to improve to improve the crisis management of overseas citizens and make the government play
