区域经济背景下的海关通关改革研究 摘 要 当前，世界经济全球化、区域经济一体化趋势深入发展，现代科技日新月异，国际物流和生产要素流动加快。在新的形势下，海关通关监管工作出现了很多新情况、新要求、新任务，传统的管理理念、管理制度、管理方式、管理手段面临新的考验和挑战。因此，如何适应当前我国区域经济发展的形势和要求，研究探索和建立新型的区域通关模式，着手打破传统的行政区划和关区设置所造成的障碍，充分利用信息化手段，整合口岸海关与内地海关的管理资源，努力推动区域内市场资源的自由流动和有效配置，为企业创造一个良好的进出口环境，已是摆在海关面前的一个迫切课题。本文主要通过理论和实践相结合的方式，采用文献研究、社会调查、数据分析、实证分析、案例分析和归纳等方法进行研究，通过分析我国区域经济发展的特点及对海关通关模式改革提出的要求，对海关面临的一些问题进行了梳理，提出了区域通关改革的六大原则，着重探讨了“十一五”期间海关应在建立区域虚拟审单中心、信用式通关管理模式及健全风险管理机制、加强海关监管信息化建设等方面进行区域通关改革的主要设想。 关键词：区域经济 通关 管理 Abstract Now, the world economy globalization and regional economic integration trend deepens development, modern science and technology is developing rapidly, and the international logistics and production factors flow accelerated.
