基于DB总承包模式的评标指标体系研究 摘 要 DB（Design-Build）总承包模式作为一种先进的建筑承发包模式，从20世纪80年代开始，这种模式在美国、日本、新加坡等发达国家受到越来越多业主的青睐，并且得到了广泛的应用，说明DB模式在国际市场中具有旺盛的生命力。而且在应用上，DB模式的涉及范围不仅包括了私人投资的项目，而且也广泛应用于政府投资的基础公共设施项目。DB总承包作为一种相较于DBB（Design-Bid-Build）模式而言优势明显的模式，它在我国未来的建设市场上一定具有非常可观的市场份额。 在目前我国的招标环境下业主选择应用DB总承包模式，衡量DB总承包商的标准对业主来说就显得尤为重要,对DB总承包商而言，也有利于促使其改进技术，学习先进的项目管理方法。本论文所构建的评标指标体系是从DB模式是设计和施工相结合的这一特性出发，构建评价DB承包商的准则层、子准则层，并通过详细的指标因素筛选过程:即因素来源（148个因素）、因素剔除（62个因素）、因素归类（与商务、技术、管理各自相关）及因素整合（20个因素）得出与评价DB总承包商的指标因素层。对DB总承包建设项目进行科学合理的评标指标体系研究及指标权重的合理分配，在业主规定的范围内，使有实力的总承包商发挥其商务、技术、管理优势，使综合实力最强的总承包商中标。 关键词：DB总承包 招标环境 评标指标体系 因素筛选 A Study of Bidding Evaluation Index System Based on Design-Build General Contracting Mode ABSTRACT The DB General Contracting Mode,as an advanced construction contract model,has been a favor by more and more owners in America,Japan and Singapore which are developed countries since the 80s,with wide range of applications.It completely shows that DB model has its strong vitality in the international market.When it comes to it application,DB model includes not only private investment projects,but also widely usage of government investment in basic public infrastructure projects.As a more advantageous model compared with the traditional model of DBB,DB contractor will have very substantial market share in the future. At present our countrys tendering environment owner choose application DB turnkey model,measuring the standard of the general contractor DB for owner is particularly important,and for the general contractor of DB,also helps prompt its improvement techniques,learn the advanced project management methods.The bid evaluation index system constructed in this paper,is based on the characteristic that DB mode is the combination of design and construction and it constructs the rule layer and the next lower rule layer of the evaluation judging DB contractor.And both of them have gone through the detailed process with the following index factors:the screening process fa
